Abstract
Odkąd B. Janukowycz został prezydentem Ukrainy w 2010 państwowy system władzy doświadczył poważnych przemian. We wrześniu 2010 r. ukraiński Trybunał Konstytucyjny odrzucił przyjęte w 2004 r. zmiany konstytucji ponownie przekształcając Ukrainę w republikę o ustroju para-prezydenckim. Spowodowało to zmianę charakteru stosunków łączących władzę ustawodawczą i wykonawczą. Zwiększyły się uprawnienia prezydenta w zakresie formowania i kontroli Rady Ministrów, które uprzednio leżały w gestii parlamentu. Tym samym, obecnie prezydent Ukrainy jest au-torem podstaw polityki państwowej. Autor artykułu próbuje dokonać analizy pozytywnych i negatywnych skutków zmian państwowości współczesnej Ukrainy.
Since B. Yanukovych was elected President of Ukraine in 2010 a great deal has changed in the state power system. In September 2010 the Constitutional Court of Ukraine abolished the amendments to the Constitution adopted in 2004, and Ukraine became a semi-presidential republic again. It caused a change in the character of the co-operation between the legislative and executive powers in the country. The President was granted more plenary powers in the forming and control of the Council of Ministers that earlier belonged to parliament. Thus the President of Ukraine forms the main basis of public policy today. In this article the author tries to analyse the positive and negative consequences of these constitutional changes in modern Ukraine.
