Abstract

This study is devoted to controversial problems of the social security and it is not one of the first papers dedicated to this subject. This discussion on the social security started in fifties. Lack of agreement of discussiion's participants opinion inclined the author to take up this subject again. In the paper, the author tries to find out reasons which made agreement authors of earlier studies on that matter impossible. In the introductory section of the study the author points out to some of the classification issues, as well as to problems demanding-according to his opinion - a further consideration. Against this background are presented some of the more interesting threads of the discussion, which took place in financial literature. In the final section of the paper an attempt is made to estimate the discussion essentially and to estimate its use in practice.
