Rola Straży Granicznej w kontekście funkcjonowania umów o małym ruchu granicznym. Casus pogranicza polsko-rosyjskiego

Abstract

Celem artykułu jest analiza roli Straży Granicznej w kontekście funkcjonowania umowy o małym ruchu granicznym z Rosją w latach 2012–2016 oraz wpływu tej formacji na stan bezpieczeństwa wschodniej granicy RP. Zwrócono uwagę na konieczność zmian, jakim (po akcesji Polski do struktur unijnych) ulec musiał cały system ochrony granic, w tym służb porządku publicznego. Analizie poddano instytucję małego ruchu granicznego obowiązującego na pograniczu polsko-rosyjskim. Na podstawie danych statystycznych zarejestrowanych przez Warmińsko-Mazurski Oddział Straży Granicznej przedstawiono zakres zmian w intensywności ruchu granicznego odbywającego się przez przejścia graniczne podległe Warmińsko-Mazurskiemu Oddziałowi Straży Granicznej oraz wskazano system naruszeń wynikających z niedostosowywania się do przepisów regulujących zasady reżimu.The article aims to determine the role of Border Guard in the context of local border traffic contracts functioning and the impact of the formation on the Polish eastern border security. The necessity of changes in the whole system of borders’ security, including public order services, which needed to be introduced (after Poland’s accession to the EU) was paid attention. The institution of local border traffic, being in force on the Poland-Russia borderline, was analysed. The range of changes in the intensity of local border traffic running through crossing points subordinated to Warmia and Mazury Branch of Border Guard was depicted on the grounds of statistics registered by Warmia and Mazury Branch of Border Guard. Furthermore, the system of violations, which stem from the failure to comply with the rules regulating the system, was also indicated.
