Dylematy kryzysowe Unii Europejskiej: pandemia i zielony ład

Abstract

Kryzys klimatyczny i kryzys związany z pandemią wirusa SARS CoV-2 stały się istotnym wyzwaniem dla Unii Europejskiej. Postawiły też dylemat dotyczący wyboru priorytetów czy też próby ich pogodzenia. W artykule dokonano przybliżenia odpowiedzi na pytanie na ile działania antykryzysowe związane z COVID-19 uwzględniają także dotychczasowe priorytety europejskiej polityki klimatycznej. Jak dowiedziono pomimo trudności związanych z pandemią UE nie zamierza odejść od dotychczasowych zielonych priorytetów. Planowane działania zarówno w zakresie odbudowy gospodarki, jak i w obszarze zdrowia publicznego są komplementarne z dotychczasowymi celami.

The climate crisis and the crisis related to the SARS CoV-2 pandemic have become a major challenge for the European Union. They also posed a dilemma concerning the choice of priorities or attempts to reconcile them. The article provides an approximate answer to the question to what extent anti-crisis measures related to COVID-19 also take into account the existing priorities of the European climate policy. Despite the difficulties associated with the pandemic, the EU does not intend to depart from its previous green priorities. The planned actions both in terms of economic recovery and in the area of public health are complementary to the existing goals.
