Integracja regionalna UE a reguły GATT/WTO

Abstract

Istotą porozumień regionalnych jest usuwanie barier handlowych pomiędzy państwami tworzącymi ugrupowanie integracyjne i ustanawianie barier handlowych wobec państw trzecich. Unia Europejska z jednej strony zbudowała jednolity rynek, tworząc tym samym obszar wolnego handlu wewnątrz ugrupowania, a z drugiej strony stosuje wiele mechanizmów protekcji na zewnątrz. W tym zakresie cele ustanowione w GATT leżą w sprzeczności z integracjąregionalną. Celem prezentowanego artykułu była analiza zasad handlu ustanowionych w GATT oraz charakterystyka procesu integracji europejskiej i jego relacji z zasadami integracji regionalnej ustalonej na forum GATT/WTO w ramach artykułu XXIV GATT.The main purpose of regional integration is to remove trade barriers between participant countries and set up trade barriers against third countries. The European Union, on the one hand, established a single market, thereby creating a free trade area between member countries, on the other hand, it uses a variety of protection mechanisms towards third countries. The aim of the pa¬per is to analyse trade rules under the GATT and the European integration process. The paper also examines how European integration deals with the rules of regional agreements established under Article XXIV of the GATT.
