Abstract

Celem artykułu jest przedstawienie procesu kształtowania się mechanizmu finansowania operacji wojskowych Unii Europejskiej, analiza czynników warunkujących ten proces, a także perspektyw związanych z jego rozwojem. Omawiając mechanizm finansowania operacji wojskowych UE uwaga skupiona została na zmianach prawnych stymulowanych doświadczeniami kolejnych operacji, a także uwzględnić dostępne dane dotyczące zakończonych i prowadzonych operacji.The paper aims to present the emergence of the mechanisms to finance the military operations of the European Union, to analyze the determinants of this process and its future prospects. Particular attention is paid to legal changes following from the experience of successive operations. This field of research provided the grounds for conclusions concerning three main issues: 1. What are the main determinants that influence the efficiency of the mechanism of financing EU military operations? 2. How is the ATHENA mechanism implemented in practice? 3. What changes to the mechanism for financing military operations are feasible in the future?
