Abstract

Problems of finding equilibrium between a level of satisfying quantitative and qualitative needs are of growing importance along with civilization and technique development. The trend can be then observed to over-estimate quantitative success, which is still easier, when other aspects of economic processes and other human needs are neglected. A man became a part of technique and not an element, of nature. Often enough it has been an effect of starting from the position, in which physiological needs were not satisfied. Physiological needs are of quantitative nature and they were satisfied when only such possibility arose. The situation took place in many economies of socialist countries after the second world war. The authoress tries to point out the fact that absence of a strategist in a socio-economic system can lead to satisfaction of quantitative needs only. The presence of a strategist in that system is, however, only a precondition in satisfaction of qualitative needs. A sufficient condition is the created by localization of a strategist in a socio-economic system. It can turn interests of the system towards realization of qualitative tasks.
