Abstract

The main condition for the shaping innovation mechanisms at the enterprise level is the correct solution of the economic organization system. This system has to enable the optimal use of resources at the national scale and the optimal decision making at the enterprise level. The criterion for that decision making, especially for the short term decision, must be the principle of economic account but not the national plan and its directives.
