Rola Niemiec w procesach decyzyjnych Unii Europejskiej w XXI wieku

Abstract

Autor dokonał analizy wpływu Niemiec na procesy decyzyjne w Unii Europejskiej w XXI wieku w najważniejszych instytucjach unijnych: Radzie Europejskiej, Radzie Unii Europejskiej, Komisji Europejskiej i Parlamencie Europejskim. Podkreślił, że w przygotowaniu i wypracowaniu niemieckich propozycji najważniejsze znaczenie ma Urząd Kanclerski, Bundestag, ministerstwa, kraje federacji, ośrodki naukowo-badawcze i organizacje pozarządowe. Skuteczność niemieckich działań jest zróżnicowana. W wielu obszarach odnotowały sukcesy, ale też i poniosły porażki (np. Konstytucja dla Europy, kryzys uchodźczy).The author has analyzed the impact of Germany on the decision-making processes in the European Union in the 21st century in the most important EU institutions: the European Council, the Council of the European Union, the European Commission and the European Parliament. He stressed that the Chancellor's Office, the Bundestag, ministries, federation countries, research centers and non-governmental organizations are of the most importance in the preparation and elaboration of German proposals. The effectiveness of German activities is diverse. In many areas they have achieved successes, but they also failed (e.g. Constitution for Europe, refugee crisis).
