Slovak experience with the Register of Public Sector Partners and its impact on public procurement

Abstract

W artykule przeanalizowano niedawno zmienione ustawodawstwo Republiki Słowackiej, które ma na celu szczegółowe zbadanie istnienia beneficjentów rzeczywistych, i które ma zasadniczy wpływ na sektor zamówień publicznych. Autor wskazuje na zalety i słabości Rejestru Partnerów Sektora Publicznego oraz opisuje unikalne słowackie ustawodawstwo, które może w przyszłości stać się źródłem doświadczeń dla innych krajów UE.The paper analyses recently amended legislation of the Slovak Republic which aims to examine the existence of beneficial owners in detail and which fundamentally affects public procurement. The author points out advantages and weaknesses of the Register of Public Sector Partners and describes unique Slovak legislation which can in the future serve as a source of experience for other EU countries.
