NIEDOROZWÓJ MIESZKALNICTWA W POLSCE I JEGO KONSEKWENCJE

Abstract

We „Wprowadzeniu” autor przedstawił zakres pojęciowy pojęcia „niedorozwój mieszkalnictwa”, przedstawił jego cechy oraz informacje niezbędne dla jego charakterystyki i analizy. W drugiej części zawarto informacje o skali i dynamice ilościowego bezwzględnie niedorozwoju mieszkalnictwa w Polsce w dniach kolejnych spisów powszechnych oraz wskazano jego najważniejsze przyczyny; w trzeciej – zamieszczono syntetyczne informacje o istotnych, korzystnych zmianach standardu mieszkań w Polsce, a w kolejnej o również bardzo korzystnych zmianach przestrzennych rozmieszczenia naszych zasobów mieszkaniowych. Piątą, najobszerniejszą część artykułu, poświęcono licznym obiektywnym i subiektywnym determinantom niedorozwoju mieszkalnictwa w Polsce, a w ostatniej autor zaprezentował własny projekt zmian subwencjonowania polskiego budownictwa mieszkaniowego.The paper is divided into six parts. The introductory part defines the concept of the housing shortage, determines its features and provides other information necessary for the analysis of the situation. The second part provides information on the scale and dynamics of the absolute shortage in housing in terms of numbers obtained in subsequent days of the census, identifying its main reasons, the third part contains synthetic information on the main positive developments in housing standards in Poland, the fourth provides information on the advantageous spatial changes related to the distribution of the housing resources. The fifth, and the longest part is devoted to a number of subjective and objective determinants responsible for the housing shortage in Poland. The last, sixth part, contains the author’s proposition of the modification of the system of subsidies in Polish housing industry.
